New Standards … Thai Vehicles Care About The Earth
Because motor vehicles are main culprits in releasing "greenhouse gases" into the atmosphere which causes global warming, manufacturers continuously seek to develop innovative automotive technology to build clean and fuel efficient cars as well as seeking alternative pollution-free energies such as electricity and hydrogen.
Besides, emission standards have become progressively stringent in other countries. From September 1, 2015 every car sold in Europe must comply with the Euro 6 which is aimed at reducing the amount of nitrous oxide, one of the greenhouse gases that is mainly emitted by diesel engines, to be not more than 50 mg/km, compared to the Euro 5 standard which has been in force since 2011 and allows as much as 180 mg per km.
For gasoline engine exhaust, the new standards require that emission of sulfur, another greenhouse gas, must be no more than 5 ppm or 5 parts in a million, much reduced from the previous limit of 50 ppm.
In addition, a project called Global Fuel Economy Initiative (GFFI) has been initiated to limit emissions of carbon dioxide, a well known green house gas, by setting a target to reduce the global use of fossil fuels in new cars by 50 percent within the year 2030.
It is evident that measures imposed by the public sector and campaigns made by environmental organizations will become the "new standards" of motor vehicles manufactured and sold overseas from now on.
In Thailand it is gratifying to note that the Ministry of Industry has prepared "Automotive Industry Master Plan 2012-2016" taking into account the global change in automotive technology trend that focuses on energy economy, environmental friendliness and safety, as well as trends in competition at the regional level especially among ASEAN countries such as Malaysia and Indonesia with policy to promote investment for automakers that produce environmentally friendly cars.
For this reason, a key objective of the latest Master Plan is to develop environmentally friendly vehicles that are energy efficient, manufactured by clean production processes, meeting high standards of emission and safety.
The said objective has led to the setting of "new standards" of Thai motor vehicles that clearly pay proper regard to the global environment, comprising both standards to be applied in the future and standards that will be applicable soon.
In the future, the Pollution Control Department plans to enforce the Euro 6 emission standards for new cars from the year 2020 and Euro 5 for motorcycles while the automotive fuel quality standards will likewise be improved by limiting sulfur content to only 10 ppm or a fivefold reduction from the current level.
The energy efficient car Phase II program or "Eco Car 2" will also have to meet higher environmental standards, namely Euro 5 emission standards and carbon dioxide emission limit of 100 g/km.
Moreover, manufacturers are required to raise the carbon dioxide emission standards for passenger cars and trucks to comply with the new excise tax structure applicable from January 1, 2016 onwards.
This is because the new tax structure will impose tax according to the vehicle’s rate of carbon dioxide emission instead of its engine displacement. Cars that emit less carbon dioxide will be subject to a lower tax rate than those emitting more.
For example, a passenger car below 3,000 cc that emits less than 150 grams of carbon dioxide per kilometre will be subject to 30% tax whereas if its emission exceeds that level the applicable tax rate will be 35-40%.
As for an eco car, if it emits less than 100 grams of carbon dioxide per kilometre, it will be subject to only 14% tax. Exceeding this level and the tax rate becomes 17%.
