Following social media backlash against the news "Department of Land Transport set to! Call lifetime license holders for retesting" the Department of Land Transport has confirmed! It will not revoke lifetime driving licenses and will not call all lifetime license holders for new performance or driving tests, contrary to currently shared information. However, it will study guidelines for screening individuals who lack competence or have medical conditions diagnosed by doctors as posing a risk or affecting safe driving performance.
Jiruttom Wisanajit, Director-General of the Department of Land Transport, revealed that the Department of Land Transport confirms it will not revoke lifetime driving licenses and will not call all lifetime license holders for new physical or driving tests, contrary to currently shared information. However, there will be a study on how to screen individuals whose physical capabilities have deteriorated or have medical conditions diagnosed by doctors as affecting safe driving performance, such as brain diseases, incurable vision problems, etc., for the safety of both drivers and other road users. This study must involve discussions with the Department of Disease Control, the Ministry of Public Health, and the Medical Council, and careful consideration of legal aspects to avoid impacting the rights of lifetime driving license holders. Therefore, information being shared about the revocation of issued lifetime driving licenses or calling individuals for new physical or driving tests is untrue. Operations related to driving licenses will continue to follow normal relevant regulations and laws.
The Director-General of the Department of Land Transport added that the Department of Land Transport has also analyzed accident statistics and the results of accident cause studies to find ways to raise the standard of driving license issuance, divided into 7 dimensions:
1. Defining medical conditions
2. Physical fitness tests
3. Training and knowledge testing for driving license applicants (theoretical part), which will involve reviewing and updating training course content to align with license application, along with establishing an online e-Learning theoretical training system.
4. Driving training and practical driving ability testing for license applicants
5. Management
6. Improvement of driving license format, to be updated in accordance with the 1968 Vienna Convention on Road Traffic.
7. Controlling driving behavior through a demerit point system (monitoring and evaluation) to develop Thailand's driving license standards to cover all dimensions and enhance the country's road safety.
